Executive Summary

After Election Day, 2020, then-candidate Kevin Cavanaugh accused the County Recorder’s Office of “election meddling,” saying that he “may have no choice but to file a recall election to ensure a fair outcome.” In 2022, Cavanaugh was criticized by his fellow supervisors for having his own attorney on his staff, since legal advice should come from the County Attorney.

After the 2022 election, Cavanaugh pushed for the county to conduct a vast hand recount and promoted misinformation about voting machines.
